No, this is just a particular 'green vs yellow' philosophy contrast that I think these two cards highlight pretty cleanly. There are other philosophy/design contrasts between all four colors, although some are more obvious than others in set 1

Note the comparison to Surprise Strike in yellow. Both are effective at pushing through damage, but the green effect is much slower (2 actions instead of 1). This is because yellow is fast and immediate while green is slow and inexorable FFGStaff

The way you don't want it to work, unfortunately: the HP boost goes away at the end of the phase, and then your unit with lethal damage on it dies.
