The Rule
A unit with the Unique icon ( ⟡ ) in their name can only have one copy controled by each player. However for consideration of that one copy this also includes the subtitle. Therefore Leia Organa, Defiant Princess and Leia Organa, Alliance General can be implay at the same time, but if you play (or otherwise take control) of a second Defiant Princess one of them is defeated instantly. (See Quick Start Rules). Additionally though, cards that call out other cards by name (Luke's Lightsaber or Regional Governor) are only targeting cards by the Name and not the Subtitle (Re: Tweet by Tyler).
The History
This is much different that Prior Games like Destiny or the LCG. In those games unique characters only considered the name. In some cases ther were also Persona rules that prevented things like Darth Vader and Anakin Skywalker from being in play at the same time. This was the first piece of controversy considering this.
The Explination
Tyler Parrott gave a rather lengthy explination and justification for these choices about uniqueness in an early Livestream promoting the game. The short of it is that it promotes both the desire to play the characters you want to, and opens up gameplay options for mixing and matching the different aspects of a character.
